INNOVATIVE WORK BEHAVIOR PADA PEGAWAI LEMBAGA PENELITIAN SEKTOR PUBLIK: PERAN TRANSFORMATIONAL LEADERSHIP, CHANGE MANAGEMENT, PSYCHOLOGICAL CAPITAL DAN PUBLIC SERVICE MOTIVATION

Perilaku kerja inovatif menjadi kunci peningkatan kapasitas inovasi lembaga penelitian
sektor publik untuk menemukan dan mengimplementasikan ide baru demi mencapai
target indeks inovasi global. Studi ini menganalisis pengaruh transformational leadership
terhadap innovative work behavior dengan change management dan psychological
capital sebagai mediator, serta public service motivation sebagai moderator. Pendekatan
kuantitatif digunakan melalui kuesioner daring kepada 431 pegawai. Setelah penyaringan
dan pembersihan data, sebanyak 18 data tidak digunakan sehingga tersisa 413 data yang
dianalisis menggunakan Partial Least Squares Structural Equation Modeling (PLSSEM). Hasil menunjukkan transformational leadership berpengaruh positif terhadap
innovative work behavior, sekaligus meningkatkan change management dan
psychological capital. Kedua variabel tersebut berpengaruh positif terhadap innovative
work behavior dan memediasi sebagian efek transformational leadership, sedangkan
public service motivation tidak menunjukkan efek moderasi. Temuan ini berkontribusi
pada pengembangan manajemen sumber daya manusia dan menjadi acuan perumusan
kebijakan untuk membangun iklim kerja inovatif di sektor publik.
