College of Swansea, Wales) traces the course of reform in commercial airline policy over the past quarter century and analyzes how it has affected competition and the industry in general. He explains the traditional restraints under which airlines operated, the political pressure for regulatory liberalization in US and Britain throughout the 1980s, the entry of the European Community into airline regulation, the subsequent entanglement of domestic policies with international treaty negotiations, and the ongoing search for a consistent global policy among countries with very different economic, geographical, political, and institutional conditions.
