FUNDAMENTAL OF REAL ESTATE APPRAISAL
In recent years, no area of real estate practice has been under as in- tense scrutiny as that of appraising. The federal call for strict edu- cation and licensing criteria is being heeded by the states. Current efforts are intended to make education and other prelicensing re- quirements for appraisers comparable to those of other areas of pro- fessional practice.
The present interest in appraiser qualifications is partly the result of recent, volatile market conditions that have proved there can be no easy assumptions, even when dealing with such an historically ap- preciating asset as real estate. There is no substitute for the well- reasoned opinion of a competent appraiser. Of course, the skill and judgment required to make a reliable appraisal must begin with a thorough knowledge of appraisal fundamentals. Ideally, that knowl- edge relates appraisal theory to practice, so that the student knows how to apply what is learned.
