POLICY DESIGN AND PRICE REFORM IN DEVELOPING COUNTRIES
Prices are pivotal elements in any economic system. 'Getting prices right' is very important if the 'right' signals are to be sent to promote the economic development of a country. There is considerable evidence to suggest that, in many developing countries, prices are highly distorted.
The authors of this book provide a succinct analysis of the process by which governments of developing countries, through policy instruments, influence or control prices. The authors argue for the replacement of administrative controls on the prices of factors of production and goods by price 'wedges' consisting of ad valorem taxes and subsidies. They focus on the manufacturing sector and set out a five-stage framework for an appropriate price setting procedure.
