Dalam menghadapi perubahan global yang cepat dan meningkatnya kompleksitas masalah sosial, organisasi sektor publik dituntut untuk terus berinovasi guna meningkatkan kualitas layanan. Penelitian ini bertujuan untuk mengeksplorasi pengaruh transformational leadership terhadap innovative work behavior di sektor publik, dengan mempertimbangkan peran mediasi organizational identification, employee voice, psychological capital, serta moderasi innovation climate. Data penelitian diperoleh melalui kuesioner daring yang diisi oleh 319 pegawai negeri sipil di Sekretariat Jenderal Kementerian Keuangan. Setelah melalui proses penyaringan dan cleansing data, 309 data valid dianalisis menggunakan metode Partial Least Squares Structural Equation Model (PLS-SEM) dengan aplikasi SmartPLS 4.0. Hasil penelitian menunjukkan bahwa transformational leadership tidak memiliki pengaruh langsung signifikan terhadap innovative work behavior. Namun, pengaruh positif yang signifikan ditemukan melalui mediasi employee voice dan psychological capital. Selain itu, pengaruh transformational leadership terhadap innovative work behavior menjadi lebih kuat ketika pegawai bekerja dalam iklim inovasi yang tinggi. Studi ini memberikan kontribusi teoritis dan empiris dalam bidang manajemen sumber daya manusia, terutama dalam memahami determinan innovative work behavior untuk mendukung peningkatan pelayanan publik yang lebih inovatif dan berkualitas.
